No — WoW Classic isn't free. There's no free-to-play version and, unlike retail WoW, not even a trial: you need an active World of Warcraft subscription just to log in. The upside is that the one sub covers every version of Classic at once.

This trips a lot of people up, because retail World of Warcraft does have a free Starter Edition (up to level 20). Classic has no equivalent. Without a paid-up subscription you can't create a Classic character at all — not on Classic Era, not on Hardcore, not on a Season of Discovery or a current progression realm. The one genuinely nice thing about Blizzard's setup is that a single subscription unlocks all of them plus the modern game, so you're never paying twice.
That makes the honest answer a flat no. But "is it free" usually really means one of three things — can I try it for nothing, can I keep it cheap, and if not, what gets me that old-school WoW feeling without a bill. The rest of this page answers all three.

There is no Classic free trial. Retail WoW's Starter Edition lets you play the modern game free to level 20, but it does not grant access to any Classic realm — different client, different rules, subscription required. There's also no "free weekend" for Classic the way some MMOs run them. And no, it isn't on a free platform bundle either (see the Game Pass question below).
The only way to touch Classic without handing over cash directly is the WoW Token, which lets you convert in-game gold into game time. It's legitimate, Blizzard-run, and the closest thing to free that exists — but it still assumes you have an account with enough gold, which is its own chicken-and-egg problem for a brand-new player.

Because Classic rides on the standard subscription, the price is just the WoW sub — there's no separate "Classic licence" to buy and no expansion purchase for the Classic track. The sub is the whole cost, which is actually a decent deal next to retail endgame, where a modern expansion usually sits on top of the subscription.

Here's the loophole people mean when they ask if WoW is "basically free." A WoW Token is bought by one player for real money, sold on the in-game Auction House, and the buyer redeems it for 30 days of game time. If you can farm enough gold, you can keep your subscription running without ever paying cash again.
If the slow, deliberate, community-driven version of WoW is what you're after, yes — Classic is the real thing, and the shared subscription means you can dip into Hardcore, Season of Discovery and the current progression realm on the same bill. For a focused player it's good value.
Where it stings is if you only play occasionally.
